Planning application update

Phase 3 is the final phase of the regeneration at Wornington Green. A planning application for this final phase was submitted at the end of 2021. Following feedback, we have updated the plans and sent these to the Royal Borough of Kensington and Chelsea  for further consultation.

Consultation began on the updated plans on 9 February 2024. The council will continue to accept comments on the plans until the proposals go to planning committee, which is expected to be in summer 2024.

If we receive planning consent this summer, we hope to be able to start demolition on the first blocks in Phase 3 in summer 2025. This will allow us to build the new community centre and complete the final phase of Athlone Gardens.

Improvements to the plans

We’ve listened to feedback received on the plans that were submitted in 2021 and have made the following improvements:

Highways improvements

You said

You said you were concerned about traffic coming in and out of the estate via the Barlby roundabout.

We did

We’ve now removed vehicular access and only emergency vehicles; pedestrians and cyclists have access from Ladbroke Grove. There is now a one-way route up Portobello Road and down Wornington Road as shown on the plan below.

Highways improvements

You said

You said you were concerned with the tree removal.

We did

The changes to the road layout have enabled us to retain another existing tree. The changes to the road layout have also enabled us to provide more open space within the neighbourhood square which includes more new trees.

The shared surface has been further extended along Wornington Road to create a more pedestrian-friendly environment.

Other improvements to the plans include:

  • Improved carbon reduction from 51 percent to 62 percent meaning the new homes are more energy efficient
  • Improvements to the drainage strategy
  • Flexibility in the how the community amenity space being delivered in Block 9 can be used to enable residents to be involved in the design
  • Updates to the ground floor layout to provide an area for community use in Block 10
  • Updates to the mix of homes to provide more larger homes – this has resulted in a reduction in overall number of homes
  • The addition of a second staircase in Block 9A.

What Phase 3 will deliver

Between 368 and 370 high-quality new homes

With up to 208 for social rent.

A new community centre with an adventure playground

The new community centre is more than double the size of the existing Venture Centre and easily accessible to the wider community.

The final phase of Athlone Gardens

Once the new community centre is complete.

A new neighbourhood square and courtyard

An increase in public space of more than 350sqm compared with the application submitted in 2021.

Changes to the road layout

In response to comments received on the application. Creating more pedestrian-friendly streets.

New trees

Our proposals result in an additional 20 trees once Phase 3 is complete.

New commercial spaces

Along the extended pedestrian-friendly Portobello Road.

Space for markets

And other community events.
